How do I insert Interactive Buttons into a Shared Boarder in FP200

I want to put Inerative Buttons into my Shared Boarder. When I do so, it
tells me that I can't. Is there a way to change a setting to allow this or
why can I not do this all together?

Please state the issue in detail along with the error.
you can follow these steps to insert Interactive buttons:

1. In FrontPage 2003, open your Web. To do this, click "Open Site" on the
"File"
menu. In the "Open Site" dialog box, click the Web that you want to open,
and then

click "Open".

2. Expand the _borders folder. To do this, click the plus-sign (+) that is
to the

left of the _borders folder.

3. Right-click the shared border file (Top.htm, Bottom.htm, Left.htm, and
Right.htm) that you want change, and then click "Open".

4. Click "Insert" --> "Interactive Button".

5. Follow the wizards to finish the configuration.

6. On the "File" menu, click "Save" to save the changes that you made to
the shared

border file.

7. On the "File" menu, click "Close" to close the shared border file
