How do I insert an interactive button within a border?

Why don't interactive buttions function correctly when they are inserted in a
shared border?

The page initially displays correctly but as the cursor travels over the
buttons the broken gif icon appears.

It seems as if it cannot flip from the "un-hovered" button gif to the second
"hovered/depressed" gif.
 
Because they are not designed to be used in shared borders. In FP2003 shared border have been
basically replaced with Dynamic Web Templates which would allow them to work.

which explains why they do not work generally, and how to make them work in
a limited fashion.
Since you are using FP2003, replace your shared borders with a DWT (Dynamic
Web Template), which does not have these problems.
