You can always type in ALT+nnnn with the n being a number
from 0032 to 0255 typed on the numeric keyboard (NumLock on),
on a laptop Fn+Alt+nnnn with NumLock off
on non US keyboard that might be
RtALT+nnnn US keyboards do not distinguish between the
ALT key on the left or the the right.

though I can't find what I am missing to get the following to work
I changed my keyboard to
English(United States) and on the right with properties to
International English from US
it appears to want a reboot, which I did not try, so I put it back
to English(United States) US
But you are supposed to be able to get, and I presume lose
the ability to use Ctrl+: (colon) to get the date in Excel.
