how do i increase the number of characters in a filename?

i have received a file from a government office - when i try to save it in
another file, it tells me the filename is too large. for the government
jobs, i have to use what they give me

Are you saving the filename in a deeply embedded folder structure as this
counts toward the total, try saving it in a folder on the route of the local
or network drive

yes but that's how the gov't wants it - i don't understand how they can do it
(excel), sent us the cd that we copied and it won't let us?? sounds like
there's no way to increase?
