how do i include html code in outlook '03 stationery

i created a single file web document, special pasted in a gizmo from
http://www.wunderground.com/geo/BannerPromo/US/CA/Chowchilla.html. Saved,
closed and reopened the file. everything looked fine. Open outlook '03 and
selected the web document to create new stationery. In the preview,
everything looks good. Applied all changes.
Opened new email message and the gizmo was a red x. Sent the email to
myself, but the gizmo was missing.

Even tried modiofying existing stationery to include the gizmo, but the
failed too.

How can i get Outlook to accept stationery that has an applet linked in
through html?

Outlook 2003, by default, does not download external images which, if you read the HTML code for the gizmo, is what these things are.
