How do I import my Outlook Express accounts and address book into

You dont, import.
Within OE Export mail
Within OL Import Addresses
NB Both OE & OL have to be on the same PC and OE configured with the msg

In Outlook, click File>Import and Export>Import Internet Mail Account
Settings. For the addresses, click File>Import and Export>Import Internet
Mail and Addresses. As DL says, though, don't import your mail. Export it
from OE instead. File>Export>Messages.
