How do I import an outlook 2003 .pst file (contacts back up) into.

I cannot get the .pst file imported. Keep getting "properties for this
information service must be defined prior to use"
 
Care to provide some information? The steps you used to create the file and
the steps you used to import would seem like a starting place. Versions are
always nice, too. Importing is rarely the best way to transfer Outlook data
since there is no need for file conversion.
