How do I hide tab scrolling buttons?

I have a workbook that has the some of the tab scrolling buttons hidden. How
do I unhide them?
 
Do you have the "sheet tabs" option under Tools, Options, View selected?
The scroll bars options? Not sure what you're referring to.
