How do I give "user" permissions?

I have a user that belongs only to the "user" group on WinXP Pro SP2.
When I log into that account, I cannot start any services and get an
error that I'm not allowed to change network configurations. How do I
grant this one user permissions to start services and make adjustments
to his network connection?

You got 2 options:
1-give directly that user the rights you need
2-add the user to a builtin group wich already have the rights u need

For option 1, at control panel double-click administrative tools,
double-click local security policy, expand local policies, chose user rights
assignment. At the right pane double click the right u want to give to the
user, click add user or group click advanced, click find now, chose the user,
click ok, ok, ok. Log off and log on.

For option 2 right click my computer, chose manage, on the left pane expand
local users and computers, chose users, double clikck the user, chose member
of tab, click add, click advanced, click find now, chose the group you want
to add the user, click ok, ok, ok. Log off and log on.
 
I can't find how to let this user start a service. The problem is that
when I switch from my admin account to the user's account, his wireless
connection is lost. The Wireless Zero Configuration service has
stopped. Now, when I switch back to my admin account, my wireless
connection is lost.

I restart the wirelss zero configuration in my admin account and go
into the wireless connection properties, click the Wireless Network tab
and check "Use Window to configure my wireless network settings". I
have to do this only when switching accounts.

Perhaps the issue isn't so much that the user needs to start this
service as it is why does the service stop only when switching users?
