1st way - Right click desktop, properties, screen saver tab, check the box:
on resume password protect
or
on resume display welcome screen
Set time to what you like.
2nd way - Create a new shortcut and point it here:
%windir%\System32\rundll32.exe user32.dll,LockWorkStation
Then schedule a task to run the shortcut at the specified idle time.
Go to your Screensaver tab in Display Properties and place a
check next to "on resume, display Welcome Screen".
Then set your screensaver to activate in 15 minutes.

press the win key + L that'll lock up your desktop manualy. no need to place a shortcut anywhere
