How do I get wrap feature to allow selecting "through" for my imag

I am doing certificates with images used at the top and when I try to format
the image I find I cannot select "through" for wrap. How do I turn off the
insidious web feature of formatting?
 
In Word 97, format the images as "float over text" and set their
order to "behind text" or "in front of text". In Word 2002 and
2003, format the images as something other than "inline with
text" and set their order to "behind text" or "in front of text".
 
I know that, but thank you for your reply. In 2003 there is and advance
feature that has a selection "Through" but it is greyed out due to web
formatting or IE4.0 restrictions.; Well I am not using those features. So I
want to select "through" amd I can find no way to set it so I can. It would
not be there if thee was not a way to use it. Thanks to you.
 
I am unable to detect any difference between Through and In Front of Text
wrapping.
