How do I get the outlook toolbar on top instead of on the side

The outlook toolbar is showing up on the side of the screen in a vertical
fashion. How do I get it to show up vertically at the top of the program?
 
Drag it by the little handles on the top (or left) and place it where you
want. BTW - it doesn't need docked on a side - it can float.
