How do I get Outlook to automatically populate the To field in the
same way Express does?

You have to use Outlook 2002 or 2003. Earlier versions of Outlook don't
have the feature.

In all versions of Outlook, you will need to enable the auto-resolve
feature. If you are using Outlook 2003 (please, always post your version
for accurate responses), Tools->Options->Email Options->Advanced Email
Options->suggest names.

In prior versions, you can use Alt+K to resolve the name.
