How do I get Microsoft Office to have permanently expanded menus?

Well, we can only ever speculate on "why" questions, but my reasoning
would be: Options | View is for defining Views on the _document_, and
the Customization deals with the UI.

Look on the bright side: you will never deal with this very problem in
Word 2007! :-)
