Make ALL items on drop-down menus remain visibile all the time

I want to set the drop-down menus in Word, Excel, etc., so that all the menu
items remain visible all the time whenever that drop-down is accessed.

I want to TURN OFF the "feature" that shows only the most commonly used menu
items unless I nit the "expand" arrows at the bottom of the menu.

I'm using Office 2003 standard version.

In Word, click on View | Toolbars | Customize | Options tab | check the
"Always show full menus" box.

Select Tools > Customize > Options tab and turn on "Always show full menus".

Note that changing this setting from Word affects all your Microsoft Office
programs, not only Word.

I am running Office 2003 in Windows Vista. I make the change as you
suggested but it does not persist the next time I open the program. I have
even tried to make the change running as an Adminstrator, but again, the
change disappears the next time I open an Office program.

????
