How do I get foreign character sets?

I would like to have some special Spanish characters included in my
XP Pro character map.

(Things like the upside down ? and upside down !).

How can I do this?

They are already there.

inverted question mark = Alt+0191
inverted exclamation mark = Alt+0161

Alternatively, you can make the keyboard act like a spanish one and have all
of the symbols available to you as you type. To do this do START/Control
Panel. Click on 'Keyboard' and select the 'Input locales' tab. Click on the
'Add' button and then add Spanish (mod sort). This will place an icon in
your system tray in the bottom right hand corner of your screen. Using this,
you can select spanish keyboard mode and toggle it back to English via the
same icon.

Here's still another choice, if you don't want the full Spanish
keyboard all the time: download and install Allchars from
allchars.zwolnet.com. This lets you easily insert many special
characters (Spanish and other) by pressing the Ctrl key followed
by a two character mnemonic. For example, I get ¿ by pressing
Ctrl-?-?.

Word already has built-in shortcuts for those characters. For example, ¿ is
Alt+Ctrl+?. The shortcuts are displayed in the Symbol dialog.

I can't find those sorts of characters in "Symbol". This is where I
go:

Start -> All Programs -> System Tools -> Character Map -> and select
"Symbol"

Why doesn't this character map show Spanish characters?

Yes, although I now notice that he crossposted to a Word group
(I'm answering from microsoft.public.windowsxp.general), he
didn't say he was looking to do this in Word specifically.
