How do I get FBWF to enable?

I am trying to integrate FBWF into my target, but so far have not been
able to get enabled. In short, when I boot off the image loaded onto
my flash disk, I run fbwfmgr /enable, and then /displayconfig, and it
tells me that FBWF is disabled for the current session, but enabled
for the next session with the following options:

Filter state: enabled
Overlay cache data compressionstate: disabled
overlay cache threshold: 256 MB
overlay cache preallocation: enabled
protected volume list: /Device/HardDiskVolume1
write through list of each protected volume:
/documents and settings/all users/shared documents

However, when I reboot and type fbwf /displayconfig, it insists that
the filter is disabled for the current session, and enabled for the
next session with the options listed above.

What is happening, and how can I get FBWF enabled?

DETAILS:

I have included the FBWF component into my configuration with the
following options:

Enable FBA: false
Cache type: Preallocated
Maximum cache size: 256
Disable page file suport: true
Disable system restore: true
Disable background disk defragmentation: true
Disable low disk warning notification: true
Number of protected volumes: 1
Protected volumes: c:
Excluded directory: \documents and settings\all users\shared documents

My target has a removable hard disk with 2 partitions (partition 1 is
1024 MB and partition 2 is 362 MB), and a flash disk with a single 256
MB partition. There is 512 MB of RAM.

I boot the target from partition 1, copy the built target image over
ethernet onto partition 2, then boot off partition 2. The target goes
through FBA fine, and FBA log cliams to have configured FBWF
correctly.

I then copy the disk image from partition 2 onto the flash disk, shut
down the target, remove the hard disk and reboot. After rebooting, I
simply can't get FBWF enabled on the flash disk (as described above).
I am using the NT Loader component, not EWF NT Loader.

I have also built a new partition 1 image, set it to enable FBWF after
FBA, and still FBWF won't enable. Of course, the problem there might
be the maximum 256MB cache size on a 1024MB partition, but there is
only 227MB on the partition.

I found the problem; the target had only 256MB of RAM, rather than
512MB. The attempt to preallocate 256MB then failed.

I found that this was causing the problem by building and running a
configuration that included "Administration Support Tools", and then
using Event Viewer to view the System Log.
