How do I get fax to receive my distribution list from my contacts

I am trying to fax a pdf file using Microsoft Fax to multiple fax numbers
contained in my Microsoft Office Outlook 2003, Contacts, Distribution list.
My fax component only receives two or three of the fax numbers in the Outbox.
What is likely the problem?

Clarify the problem. Include all steps to repro, especially by which method
you are sending the fax and by which method you are selecting the
recipients.
