How do I get a post to forward a message to a distribution list?

I am trying to set up a shared folder that will automatically forward a
supplied message to a distribution list whenever a post is made to that
folder. So far I have only been able to suceed at having an automated
response delivered to the person who actually posts to the folder. I need to
notify the members on a DL that a new item has been posted in this folder and
in some cases the "post-er" does not have access to the required DL because
of internal security, so they cannot even send a seperate e-mail as
notification. Is this possible in Outlook2003?

Only a public folder has a Folder Assistant that can do this, not a shared folder in your mailbox.

Sorry, I intended it to be a public folder. I have tried to use the folder
assistant for this task, but I can only get it to either;
a) reply with a template to the person who posts the message
b) forward the posted item to all selected receipients
The problem is, we are restricted to e-mails <10Mb. Rather than forward the
entire item, I just want to send notification that a new item has been
posted. Best solution would also include the folder name as the sender, but
not entirely necessary. Any thoughts?

That solution would take an Exchange event sink. Docs start at http://msdn.microsoft.com/exchange/ with discussions in the microsoft.public.exchange.development newsgroup.
