If you are going to e-mail the pictures, why not simply send one as an
attachment and let the recipient worry about the copies (or is there
something else you haven't told us).

Create a table with three rows and three columns. Set the middle row and
middle column narrow (1/2 inch, perhaps), so they will create an interior
border of white space between the pictures. Adjust row and column height so
that the whole table will fit on a page. Then paste a copy of the picture
into each cell of the table and format all cell borders to no border.
In that case use the method I suggested earlier and 'print' the document to
a PDF 'printer' driver such as PrimoPDF rather than a printer. Send the PDF
file so created.
