CDR disks do not require formatting before being used.

Does the drive recognize a regular CD disk, such as the original CD
for a game or application program? If not then the drive is either
defective or is not properly installed.

Next open My Computer, right-click on the icon for the Pioneer drive
and select properties.
Go to the Recording tab and make sure the "enable CD Recording" check
box is selected.

Good luck

To format you would be writing to a disk that would become useless as they
can be written once only. It's CDRW disks you want. RW means Re Write.
By the way, what's 'reconnige' ?
