How do I filter users from the Default Password Policy

I would like to apply a Domain GPO to force all users to
change their passords but would like the service and admin
accounts omited. How do I do this?
Please advise.

You can't filter any domain user accounts for domain password policy. You can however
configure their accounts in Active Directory Users and Computers to not have their
passwords expire. --- Steve

Will password never expire supercede the Default Password
Policy applied at the highest level?

Yes. It will override any password expiration policies in domain policy. --- Steve
