How do I enter information on Federal Application Forms?

I am trying to enter data onto federal forms. There is generally a yellow,
highlighted box and the cursor appears. However, when I try to type
anything, I get a "ding" and nothing will enter. Any ideas?
 
I would suggest contacting the webmaster of that site and ask them what you
need to do.
 
Are these Word documents or .pdf documents? If Word, can you provide a link
to one on a federal site so we can take a look and see if we can figure out
what's happening? The only fill-in federal forms I've encountered have been
in .pdf format, and hence, not related to Word.
