How do I enable hyperlinks in outlook email?

When I click any email hyperlink, I get a message that the operation has been
canceled due to restrictions in effect on this computer. The infobar at the
top that gave me a choice has disappeared. How do I restore my ability to
enable the hyperlinks.

Start IE and click Tools>Internet Options>Programs>Reset Web Settings.

There was no change, even after I reset the program and other defaults and
cleaned the cache

In hind site, I neglected a critical factor. I am using firefox, and a
reinstallation repaired the problem.
