How do I enable ActiveX control for discussion groups

Need to enable ActiveX for discussion group to create a business card in
Microsoft Office

Someone changed some settings on my computer. I now show Add-Ons Disabled.
I do not know if that has anything to do with it. When I try to access
Internet Explorer, I get the same message. I have to hit the Home icon to go
to my homepage. I am unable to access information from websites, i,e, work
email and Google maps.

I don't believe the issue has anything to do with Microsoft Word.
