how do I enable a pop up page to show an announcement message?

I want to have a pop-up page that will pop-up a second after they load the
home page. This is for a concert announcement and will be temporary. I am
new to Frontpage and don't know what to do. The behavior I want is this:
When they bring up the home page, I want a second or two later to have the
concert announcement pop-up in a separate window. I have the announcement
already created (popup.html) - I just don't know how to "enable" it to
happen? Any help would be greatly appreciated since I'm under a deadline.

You can use Jimco's Spawn to create the popup script.
Just Remember that on most browsers this will be disallowed when it is
not a result of something the user does.
