Powerpoint 2003: I need to effect bright colors or neon appearing colors in
Powerpoint, esp with black or dark backgrounds. The color palat is limited
for this affect.

The appearance of Neon colors on the computer screen is 99% illusion.

Try making a black background and layering shapes, one for background glow
(large transparency fade), one for the shape itself (usually also with a
gradient fill), and one for light reflection or glare (brighter color fading
over the shape). These effects are usually done by doing this sort of
layering, or the shape is created in an outside application (such as
Photoshop) then imported as an image.

Creation of this type of effect is much easier in PowerPoint 2007, if you
have the ability to upgrade.
