How do I duplicate a text box on all slides?

Put it on the slide master and title master. View|Master|Slide Master.
 
Put it on your master slide. To get there, View--> Master--> Slide.

In addition to what Echo and Kathy said, you should be aware that whatever
your put in the Masters sits behind all the other content - so if you put a
picture over that text box, you'll never be able to make that text visible.
