how do I draft an email for someone else to send out?

Need to be able to draft an email for someone else to send. When I save it
in draft, and attach as an item -OR- left-click and drag into a new email, it
shows up on the recipients email with <send> greyed out/inactive. I am using
Outlook 2003.

Send the message to him normally, formatted as if he's sending it to the
third party, but just send it to him. When he gets it, he can go to the
Actions message and choose Resend This Message. If he gets a note saying he
is not the original sender, he can say OK, then make sure the From field is
showing above the To field and clear it. (He doesn't have to replace it with
anything). He can then make any changes he needs to -- make sure he checks
the options section for any settings he does or doesn't want there -- and he
can go ahead and send it. If he wants to keep it for later use, he can save
it to his own drafts folder, or open it from Sent Items and do the "Resend
this message" thing again.

This is not the problem, I know I can send the body of the email itself, but
I want to have the addressees in the "To:" block already filled out when I
send it to my boss. The online help said to draft the email (body text and
include addressees), save in 'Drafts', then drag & drop the draft into
another/new email that would be send to my boss. He should be able to open
that email, find an attachment (the email I want him to send), be able to
open it and simply hit 'send' - but, the 'send' button is greyed out and
inactive.

Drag the attached message to the Outbox and then you can send it - works
here in Outlook 2007
