how do I disable command prompt?

Hi all
How do I disable the use of the cmd on windows 2000/XP to allow only certain
account to use the command prompt?

Run gpedit.msc and find the item that removes the Run
command from the Start menu.

Keep in mind that savvy users can still use Explorer to
navigate to c:\winnt\system32 and double-click cmd.exe.
