how do i develop web page using frontpage?

after i develop web page, how do i put it up to be viewed?

First you have to develop a Web / Site not just a 'page'.
Then, if host server supports FP extensions you'd:
Open FP
Open Web/Site (on your local machine)
File | Publish Web/Site
enter your domain name
....etc.

Thanks Rob! I appreciate your response. I'm working on your suggestions,
however, when I opened FP, it allows me to start building cells, and designs
for a page.

Yes, FrontPage will do that - I use that feature often for building
single pages that do not go into any web sites, and which do not use
any external files (images, CSS etc.)

But if you are building a web site, you must create or open a web to
build it in.
