How do I delete SBOLExt.dll add-in message on startup?

How do I eliminate the add-in message:

"C:\PROGRA~1\Hotbar\bin\450~1.0\SBOLExt.dll" could not be installed or
loaded. This problem may be resolved by using Detect and Repair on the Help
menu.

I use Windows XP and Outlook 2003.

I have trired spy removal tools. Unistallation via the Control Panel and
reinstalling Office 2003. I have clean registry as best I can.

I'm really upset that I can't remove this stupid add-in window. HelP111
