How Do I Delete or Keep In Place Toolbar Items in Outlook?

Can't keep the toolbars to staty where I want then to. Even the Outlook
toolbars ytay where the want to rather then stay where I drag them to.

A few of MS's addins cause toolbar issues. I'll see if that one in
particular does but it wouldn't surprise me
