How do I create rules for multiple mail accounts?

I have two e-mail accounts in Outlook. I have created a number of rules
based on specific words in the body of the e-mail to permanently be deleted
after receipts. Outlook is deleting the messages for one account but not the
other. I've tried setting up these rules both by checking the "by me" box
and not checking it but the results are the same.
 
Do you pull the mail from both accounts into the same inbox?
Are your rules set up to "Stop Processing all following rules"?
Are the items you want deleted duplicates in each account?

If you want separate rules for each account you may wish to place them in
separate inboxes.
