How do I create an html page to send in Outlook?

I want to create an html page and then email it to someone via Outlook. I do
not want to send it as an attachment, but basically want to create what will
look like a web page viewed in an email message.

I know this is probably really basic, but I can't figure out how to do it.

Thanks in advance for any help.
 
Change your message format to HTML then instert the pictures and other
elements you wish. Depending on your office version you can find the find
how to choose your default format in Tools, Options. (from the inbox screen
with no messsages open)
 
I am using Outlook v2002 and my default format is html, however, when I use
html it shows the code and not the text displayed in the html format.

Make sense?
