How do I create an email template from scratch in Outlook?

I would like to create an email template that looks like a "While You Were
Out" message. This template would have designated items like: Caller Name,
Caller Company, Caller Phone No., etc and each of these items would remain
constant in the email while allowing me to click in the area and fill in the
information.
