How do I create a watermark from a picture?

While creating a form using design view I want to add a picture, but I want
this picture to be visibile in its entirety through all the fields. Any help
would be greatly appreciated.
 
Set the form's Picture property to your picture, and then set the Back Style
property of each field to Transparent.
