How do I create a shortcut on the desktop to shutdown/restart a PC

We have touchscreen workstations on which we have hidden the Windows toolbar
because we don't want the operators to fiddle around on these workstations
unnecessarily.

How can I create a desktop shortcut with which one can shutdown or restart
the PC?

These PC's are running Windows XP Professional.
