How do I create a Public Folder

I've searched this NG and the help file, and get told to contact my system
admin.
Problem is that I'm it, so that advice isn't much help.
I'm using Outlook 2002 on Windows XP in a 3 PC network.
I want to be able to share one email folder between all 3 PC's (read only on
2).
 
So what happens when you try?
You can create a folder in Outlook or via the ESM.
