Download the Live CD, burn it to a CD, and then boot from it. It makes
resizing, deleting, creating, and formating partitions a breeze.
To create a new partition, you must first have free (unallocated) space on
the drive. If your current partition occupies all of the drive, you will
have to shrink it.
Is there a particular reason you need a new partition?
Interestingly, I've found that sometimes you cannot get anywhere by right
clicking on the unallocated space. In these situations, right clicking on
the stats box to the left of the drive with the unallocated space will get
you an offer to "Initialize" the disk. Once that's done, you'll be able to
partition and format normally.
