How do i create a custom text popup list?

Hi,

Just wonedering if anyone knows of a way to create a user-defined text
popup list (similar to the tasks "status" field) in outlook.
Basicallly i want to create a text field called "Responsibility" whose
values come from a list i provide. I can only enter in a text field
now where i have to manualy enter in the persons name every time. it
would nice to be able to just choose their name from a dropdown list.
any ideas?
