How do I create a custom error page in Front Page 2002?

I need to create a custom error page that will display if the user asks for a
non-existant page on my web site. My hosting company says I can only do this
by creating an htaccess file and including information in that file that
redirects the user. However, they do not recommend doing this if I use Front
Page, as that will mess up the permissions that Front Page uses. I have an
error.html page uploaded to the site, but of course it is never accessed. Is
there any way to get around this? Thanks for your help.
 
Use the .htaccess file as they told you.
