How do I create a banner for a website from GIF images.

You have to use a graphic/image editor application, such as PhotoShop, PaintShop Pro, etc.

I understand that but I was wondering if someone could outline the steps
involved to create a banner.

You would have to know how to use or purchase a Image/Graphic application, such as those indicated,
and then you would visit the application's support forum for help with what you are trying to
accomplish.
