How do I correct error 550 5.0.0?

Outlook 2003- online help says - relay problem. ISP says it is set up
correctly, but yet when I send I get Unable to Send:: Server responds 550
5.0.0 Access denied. I tried "send authentification," but that did not work.
 
Are you connected to the same network/ISP as the SMTP server?
 
If you don't mind me asking, which ISP are you using?
