How do I correct a "MSOERT2.dll could not be located" error?

I have not been able to use my Office Outlook for 4 months now since I get
the above message (16 times!) everytime I open Office Outlook 2003. Can't do
email at all. Can use the calendar and address book. Note Outlook Express
is not affected.

This started right after I downloaded and installed Microsoft Office 2003
Service Pack 2 (Office 2003 SP2). Uninstalling and reinstalling didn't help.

Any suggestions?

Assuming you are using Windows XP, have you tried adding/removing Outlook
Express? (done thru the add/remove applet in the control panel and i would
suggest a remove/reboot/add type action.)
