How do I convert Email folders (csv) to OE without Outlook?

Converting from Earthlink TotalAccess to Outlook Express (6) on WIN98 system.
I have MS Works 2000, but Outlook was NOT included? Would like to transfer
all Email folders from TA to OE, but TA ONLY exports in csv format. OE does
NOT import in csv format. Earthlink tech support said use Outlook as middle
man, but I do not have Outlook. Any suggestions? I also have Netscape 7.1.

This question belongs in an Outlook Express newsgroup or you should contact
Earthlink.
