how do I convert a jpeg file to html?

I am using outlook express. I have created a signature footer through
photoshop. I need to use it for my signature in all my emails but I could not
attach the picture as it does not allow any other file besides text and html
files. Thanks!

You cannot "convert" an image to a markup language; you simply have to
redo it again as HTML.

For Outlook Express specific questions please ask in an Outlook Express
group; this group is for Microsoft Outlook.
