You must first have created a web, not just a page. Then, open your web in
FP, File | Publish and enter the appropriate URL.

You must have a web / site open first before you can publish. When you start FP, you must use File
Menu | Open Web / Site first.

Are you trying to publish an individual page or a web?
The Publish command can only publish complete webs -
File->Open Web /Site (exact wording varies with FP version)
Then publish the web.
