How do I change whether a message is marked as forwarded/replied t

Outlook marks a message as replied to (as best as I can tell) once a draft of
the reply has been saved, not when the reply has actually been sent. How can
this behavior be changed so that Outlook only marks it as replied to when the
message has been sent, or at least, how can I remove the 'replied on' flag if
I never send the reply?

That behavior can't be changed. What you can do is turn off autosave for draft messages.

Of course that doesn't really solve the problem. If you manually save a
draft it still mismarks the message and deleting the draft (i.e. changing
your mind) doesn't clear the flag.

This could be a serious problem for anyone who relies heavily on that bit of
information and isn't aware of this issue. I imagine many people have gotten
into trouble because they mistakenly assumed Outlook was telling them the
truth that they responded to that critical email from the boss when in fact
the response never left the draft folder.

It amazes me that this isn't a new bug with Outlook 2003. It's shameful
Microsoft has let this go for so long and shows no signs of fixing it in the
future. I understand that Outlook 2007 has the same bug.
