how do i change the language capabilities?

i would like to be able to read programs i have in
russian, but currently my XP is set on enlish. is it
possible to be able to support both languages?
 
This is dependent on what kind of support you're looking for. For instance,
if you want to view Russian web pages and have basic input support for
Russian in some apps, then you can use Regional Settings (in Control Panel).

However, if you want a totally localized version of Windows in Russian, then
you need to purchase the Russian version of Windows XP.

As far as I understand you have a program made in Russia, where
Russian texts are used in the _interface_ (menus, dialogs, etc.).

Unlike browsing Russian Web pages or using Russian in MS Word,
this task requres a change of _system code Page_, but it's not
hard at all under XP:
